Frank built him up then threw him down in order to get the vp out of office as part of his larger plan for revenge against walker for burning him (and later, tusk, when he discovered he was behind the appointment's shelving). Frank always intended to throw peter under the bus. I literally cried my eyes out thanks to him. Why was there only a handful of people asking questions? Frank knew that peter was a fragil person. He listens to frank because if he doesn’t then frank would have leaked the dui and all the stuff about peter would have gotten out, exposing himself to the public and most of all to his kids.
